Programme of Work 2003/04 ... Continued

2 WORK PROGRAMME 2003/04

Features of the 2003/04 work programme will include:

  • The development of a theme that will be manifest in all aspects of the Council’s programme, including its research programme. Reflecting the designation of 2003 as the International year for People with Disabilities the programme theme for 2003/04 is 'Promoting the Rights of Service Users with Disabilities.'
  • The initiation of a limited number of new projects in areas outside of the programme theme.
  • A continued focus on membership support and development and an emphasis on maximising the contribution of the membership to the Council’s overall work programme.
  • An emphasis on the use of technology to improve communication between the Councils and the range of groups representing service users throughout the Southern area.
  • A continued focus on meeting our obligations under Section75 of the Northern Ireland Act, and the implementation of the Council’s New TSN Action Plan
  • Work with the other Health and Social Services Councils to promote public debate on the future mechanisms for representing the views and interests of service users.

3 PROGRAMME THEME – ‘PROMOTING THE RIGHTS OF SERVICE USERS WITH DISABILITIES’

Work on this theme will include:

  • Completion of a research project on the needs of learning disabled school leavers.
  • Work on the implementation of the recommendations on the joint Health and Social Services Councils’ report on Prosthetics Services completed in 2002.
  • A review of the implementation of the recommendations of the SHSSC/SHSSB report 'The Wheelchair Service - the experiences and perceptions of users' completed in 1999.
  • Inclusion of services aimed at people with disabilities in the Council's visiting programme. Visits to generalist services will continue and include a focus on how the needs of service users with disabilities are met.
  • A focus on disability access as part of a fact finding project on access to NHS general dental services.
